Legislative changes are being drafted to make the Moldovan labour market more attractive

The labour market in Moldova is affected by the scourge of undeclared work. According to data from the National Bureau of Statistics, in 2021, about 192,000 people were working informally, mostly in agriculture, construction, trade and industry, with undeclared work accounting for almost a quarter of Moldova’s economy. This has been mentioned in the working group for the stimulation of the labour market, whose secretariat is held by the Secretariat of the Economic Council to the Prime Minister of Moldova.

One of the solutions to eradicate this scourge would be to implement the concept of self-employment. According to experts from the business association sector and the relevant state institutions, the country’s economy will grow as a result of implementing this concept. Employees who declare their work will be able to benefit from more extensive social protection from the state.

The working group also discussed the possibility of attracting people with temporary residence permits for study purposes more actively into the labour market. Making it possible for foreign students to work in order to supplement their livelihood.

It was also discussed the need for legal regulation of “Temporary Agency Work”. The introduction of this chapter in the legislation is imperative to modernise labour relations and bring them in line with international practices.

So far there are about 58 proposals for legislative changes discussed in the Working Group. All of them are being systematised and will be proposed to the authorities for examination.
