Since the signing of the EU-Moldova Association Agreement and the establishment of the Deep and Comprehensive Free Trade Area (DCFTA) in 2014, Moldova has made considerable strides in socio-economic development. These agreements have catalysed investments exceeding EUR 1.6 billion in critical sectors such as energy efficiency, connectivity, and private sector development. However, structural inefficiencies and regional instability continue to hinder Moldova’s ability to achieve sustainable growth and convergence with EU averages.

In response, the European Commission has launched the Moldova Growth Plan, a comprehensive initiative designed to accelerate Moldova’s reforms and prepare the country’s economy for closer integration with the EU. The Plan is structured around three main pillars:

1. Accelerating socio-economic and fundamental reforms.
2. Enhancing access to the EU Single Market.
3. Providing financial assistance through the Reform and Growth Facility for Moldova.

The Growth Plan places significant emphasis on conditionality, ensuring that EU financial assistance is closely tied to tangible reform progress.

To support the implementation of the Growth Plan, the European Bank for Reconstruction and Development in collaboration with the European Union, who is the donor for these activities, seeks to engage 13 experts with 2-3 years of experience in law, economics, project management and procurement for 24-month contracts with a diverse range of ministries.
