Victor Parlicov – Minister of Energy in discussion with the business association sector
Members of the Economic Council met with Victor Parlicov, Minister of Energy within the framework of the Economic Council’s Working Group “Stimulating and Maintaining Private Investment”, led by the Executive Director of the Association of Foreign Investors in Moldova, Ana Groza. During the discussions, the challenges faced by businessmen in the process of doing business as well as plans for strategic development of the energy sector in Moldova were discussed.
In particular, the need to revise the law on promoting the use of energy from renewable sources was discussed. Entrepreneurs say they are currently facing bureaucratic barriers in obtaining eligible producer status. In particular, it is difficult for them to obtain the full range of permits needed to obtain this status.
Another obstacle for entrepreneurs is the excessive bureaucracy in obtaining the act of admission of the photovoltaic installation, which is due, according to entrepreneurs, to ambiguous provisions in the Regulation on the admission to operation of electrical installations. The lack of access to cheap finance for the development of green energy projects was also raised.
Victor Parlicov answered all the questions that the representatives of the business community asked. In particular, the minister mentioned that the law on the promotion of the use of renewable energy is in the process of being amended but will be consulted with representatives of the business community. They will be able to submit proposals in this regard. All of them will be collected by the Secretariat of the Economic Council under the Prime Minister, systematised and proposed to the Ministry for inclusion in the draft amendments.
