Moldova Launches the Development of the eKYC Platform

June 11, 2025 – The Republic of Moldova has entered the final phase of implementing its modern electronic customer identification system – eKYC – which is expected to be fully operational within the next 9 months. The project, initiated by the Economic Council Secretariat and supported by the World Bank, the EBRD, and the UK Government’s Good Governance Fund, marks a significant step forward in the digitalization of financial, commercial, and public services, including for Moldovan citizens abroad.

The new platform will enable secure and fast remote authentication through document verification, facial recognition, and integration with databases, making it possible to access services without the need for in-person visits to banks, notaries, the Public Services Agency, local authorities, universities, doctors, and more.

Companies interested in participating in the open tender for selecting the platform developer—both from Moldova and abroad—can access the application file here: https://www.tenderhub.md/en/tender/1054

Local companies are especially encouraged to apply, as this represents an exceptional opportunity to establish themselves in the trust service solutions market by integrating complex products, services, and information resources.

This will contribute to strengthening the local IT sector, creating well-paid jobs, and generating added value for the economy. To enable the implementation of eKYC in Moldova, over the past two years the Government, at the initiative of the Economic Council Secretariat, has adapted the legal framework for electronic identification in line with European standards.

KYC regulations, technical requirements for the system, and interoperability with government platforms have been developed in consultation with the private sector and authorities, ensuring a robust and functional legal environment. KYC (Know Your Customer) is a mandatory process for verifying customer identity, essential for preventing fraud and terrorism financing.

The eKYC system digitizes and simplifies this process, reducing bureaucracy and improving access to digital services across various sectors, thus contributing to the growth of Moldova’s digital economy. The system will be used by banks, financial institutions, telecom operators, fintech companies, and other remote service providers, representing a major step toward digitalization, financial inclusion, and increasing Moldova’s appeal for tech investments.
