36 million lei in annual savings for entrepreneurs

5 June 2025 – The Government of the Republic of Moldova has approved a draft decision amending several legal acts, with the aim of facilitating commercial activities and road transport services. The initiative seeks to eliminate unnecessary or outdated requirements that negatively impact the business environment and create bureaucratic obstacles for economic operators. According to estimates, the proposed measures will generate annual savings of over 36 million lei for entrepreneurs.

The key interventions focus on two main areas:

1. Trade:

Removal of the obligation for traders to process personal data in accordance with trade regulations, as these aspects are already governed by existing special legislation. Allowing food-related commercial units to operate in private residential houses, with the written consent of the property owners. Under certain clear conditions, event organizers will be permitted to bring and serve food and beverages purchased from authorized suppliers, including within public catering establishments.

2. Road

Transport: Elimination of the mandatory use of yellow plates for public passenger transport — a measure that will simplify administrative procedures and reduce costs for transport operators.

These legislative amendments were developed by the Ministry of Economic Development and Digitalization, in collaboration with the Secretariat of the Economic Council to the Prime Minister of the Republic of Moldova, with the support of UNDP Moldova and the USAID “Institutional and Structural Reforms in Moldova” (MISRA) Project.
