The reform of the regulatory framework for entrepreneurial activity was launched

On November 7, 2022, the Government approved the Provision regarding the establishment of the Working Group for the reform of the regulatory framework of entrepreneurial activity. The working group, coordinated by the Ministry of Economy, made up of representatives of government institutions, the Parliamentary Commission for Economy, Budget and Finance, the Office of the Presidency, as well as EU experts and from the Secretariat of the Economic Council under the Prime Minister, will undertake the following actions in the period of 2022 -2023:

  • Assessment of the regulatory framework in the following areas: initiation and closure of enterprises; mandatory requirements for entrepreneurial activity; the regulation by authorization of the entrepreneurial activity; labor regulation; fiscal policy and administration; customs policy and administration; reporting; state control; the powers of criminal investigation bodies in the field of entrepreneurial activity; sanctions in relation to economic agents; the field of justice; public services; other essential services for entrepreneurial activity (notary, banking, utilities and telecommunications), other relevant fields.
  • Elaboration and periodic promotion of normative changes in order to improve the regulatory framework.
  • Ensuring compliance with the rigors of the regulatory impact analysis system.
  • Establishing indicators for monitoring the quality of the regulatory framework for entrepreneurial activity, including for the fields proposed for evaluation, with their assignment under the responsibility of the competent authorities in the field of policy development and regulation of entrepreneurial activity.

The Secretariat of the Economic Council provides support for the implementation of the mentioned actions. In order to streamline the process of identifying problems related to the regulatory framework and identifying suitable solutions, with major positive impact for the business community, we will conduct frequent surveys on the BizRadar application platform (https://bizradar.gov.md). In order to more effectively promote the identified solutions, we will need the active participation of the business community in surveys, the results of which will be communicated to the decision makers.
