Government Promotes Virtual Cash Registers and Electronic Receipts: Support for SMEs and Online Commerce

April 29, 2025 – The Moldovan Government has adopted a key measure to boost tax compliance through digitalization, eliminating the requirement to print fiscal receipts when issued via virtual cash registers and allowing them to be delivered by SMS or email. This change ensures that merchants will no longer risk fines for non-compliance, while the use of virtual cash registers and electronic receipts (eReceipts) becomes standard practice.

The new regulation aims to reduce the administrative burden on small and medium-sized enterprises (SMEs) by offering an efficient digital alternative to traditional cash registers, which often involve excessive costs.

The implementation of eReceipts is especially relevant for businesses in rural areas, where access to modern fiscal solutions is limited. At the same time, this measure will accelerate the growth of e-commerce by facilitating online sales and encouraging the formalization of economic activities.

The initiative is part of the legislative package for stimulating the digital economy, developed on the Economic Council platform with support from the Government and development partners. It represents a key objective in the Roadmap for the Digitalization of Moldova’s Economy, drafted by the Economic Council. The reforms were promoted by the Ministry of Economic Development and Digitalization.
