Simplifying Food Industry Processes: Legislative Proposals to Support the Business Environment

December 13, 2024 – A draft law has been developed to streamline and digitalize processes in the food and veterinary sanitary sector, supporting the business environment and aligning with European practices. The draft was discussed at the Economic Council under the Prime Minister of the Republic of Moldova, within the Working Group on Facilitating the Green Transition and Cross-Border Trade, led by Mariana Rufa, Executive Director of the European Business Association. The document proposes key measures to reduce administrative burdens and increase efficiency.

Key proposed changes include:

  • Eliminating paper duplicates with electronic information: The movement of animals and the reporting of carcass prices would be managed exclusively through the e-ANSA platforms, eliminating paper documentation.
  • Extending the validity period for certain activities: Sanitary and veterinary authorizations and certificates for transport would be valid for at least 3 years, while those for other activities would have a longer or unlimited validity period.
  • Excluding sanitary and veterinary certificates for certain products: At the national level, the sanitary and veterinary certificate for certain animal products would be excluded, as they can be replaced by the health mark and the producer’s declaration.
  • Supporting entrepreneurial initiatives: Projects in the sanitary and veterinary field would comply with good practice guidelines approved and published by ANSA, without additional approval procedures.

These measures aim to increase the competitiveness of economic operators, reduce the time and costs associated with compliance, and ensure complete traceability through digital means. The draft is currently undergoing public consultation in the coming weeks, and all interested parties are invited to contribute with opinions and suggestions.
