The government has simplified the public tendering requirements for green energy producers.

24 April 2024 – The government has approved amendments to the Regulation on the conduct of auctions to offer eligible producer status. According to Andrei Grițco, Secretary of State General of the Ministry of Energy, the new Regulation will streamline the participation requirements, procedures for the organisation and conduct of auctions for offering the status of large eligible producer, addressed to those wishing to invest, build and operate large capacity photovoltaic and wind farms.

The total installed capacity to be auctioned is 105 MW for wind farms and 60 MW for photovoltaic farms. Participants in the auction will compete to offer the lowest prices for electricity, below the ceiling prices calculated and approved by ANRE. “By organising and conducting the auctions, we aim to attract private investments in the national electricity generation infrastructure worth approximately 190 million euros,” Andrei Gritco added at the government meeting. The regulation also includes a number of incentives for potential investors.

These include a fixed price for the electricity generated for a period of 15 years, set in auctions. Dorin Recean, Prime Minister of the Republic of Moldova, has stated that increasing the share of renewable energy is extremely important for the Republic of Moldova.

This is because it will provide greater security and cheaper energy for the citizens of the Republic of Moldova and for the business environment. It should be noted that the opinion of the business community, which is a member of the Economic Council under the Prime Minister of the Republic of Moldova, was sought by the Ministry of Energy and supported in this process by the Secretariat of the Economic Council. In this context, the regulatory impact analysis of the proposed amendments to the Regulation was discussed.

At the same time, experts from the Secretariat and members of the Economic Council participated in all public consultations and came up with suggestions to improve the draft. The construction and commissioning of the power plants that were put out to tender will contribute to Moldova’s commitments to achieve a 27% share of renewable energy in final energy consumption by 2030.
