Better Access to Digital Financial Solutions and Public Services in Rural Areas: Government Takes New Steps Toward Financial and Digital Inclusion

April 29, 2025 – The Government of the Republic of Moldova has adopted new measures to improve access to cash and essential public services for people living in rural areas. Local merchants will now be able to offer cash withdrawals of up to 1,000 lei per transaction directly at commercial units operating POS terminals—an innovative solution aimed at reducing reliance on ATMs and boosting financial inclusion in communities underserved by traditional banking infrastructure.

At the same time, the model of Unified Public Service Centers (CUPS) will be expanded, enabling citizens to start a business more easily, including through payment companies, telecom operators, postal services, or public notaries. Company registration will also be simplified thanks to automatic data exchange between institutions, cutting bureaucracy and saving time for entrepreneurs.

These measures are part of the Roadmap for Economic Digitalization developed on the Economic Council platform and result from the collaboration between the Government, the Economic Council, and development partners.

The changes were promoted by the Ministry of Economic Development and Digitalization as part of ongoing efforts to support business digitalization and better connect Moldova’s economy to international markets.
