Prime Minister Dorin Recean participated in the work of the working group on the reform of the regulatory framework for entrepreneurship. Its aim is to develop maps of obligations and processes established by the regulatory framework for several economic sectors. In other words, the working group will have to show how many requirements a company goes through from its creation to its closure. It will then develop legislative changes to optimise these requirements, if necessary.
Moldova must become a regional leader in ease of doing business by 2028. The number of procedures and the regulatory burden must be significantly reduced to generate at least five billion lei in annual savings for the business community, Prime Minister Dorin Recean told the meeting.
This means that we will also move up in international economic rankings. Today, in most relevant international rankings and indicators, our country has a position that is practically not to our advantage. It is our duty to change this paradigm, the Prime Minister added. According to experts from the Economic Council Secretariat, the map of obligations and processes established by the regulatory framework will contain information on the processes an entrepreneur goes through throughout the business life cycle, including: starting a business, obtaining financing, real estate, fixed assets, hiring staff, accounting and financial records, reporting, etc.
In total, the map will contain at least 30 components and several sub-components. At the moment, several development partners in Moldova have been identified, including USAID, Food and Agriculture Organisation, UNOPS, who will provide experts to develop the maps for specific sectors, such as agri-food, construction, information technology and others.
The functioning of the working group will be ensured by the Office for the Coordination of the Implementation of Government Priorities within the State Chancellery, which will carry out the control over the implementation of the Prime Minister’s Decision No. 21 of 23 February 2024 on the establishment of the Working Group on the Reform of the Regulatory Framework for Entrepreneurial Activity with the aim of developing the map of obligations and procedures established by the regulatory framework.
The maps will be prepared by the Ministry of Economic Development and Digitalisation with the support of the Secretariat of the Economic Council.
