April 15, 2021 – The application was developed at the initiative of the Secretariat of the Economic Council to the Prime Minister of the Republic of Moldova.

Experts working on the concept of the application claim that through this software, for the first time in Moldova, a virtual business community will be created.

Through the application downloaded to the mobile phone, company leaders will be able to participate in short surveys, proposed by the Secretariat of the Economic Council, on the current situation in different sectors, the main challenges and proposals to overcome them, thus providing important information for decisions taken by the Prime Minister and ministries.

The application will enable businesses to assess the effectiveness of interaction with government agencies. Based on the assessments, an overall score of the institution will be formed, which can be used to measure the performance of the activity and motivate the state authorities to continuously improve the conditions for conducting business.

Entrepreneurs, through this application, will be able to anonymously report abuses by state institutions. For example, a control body decides to stop the activity of a company without a legal basis.

At the same time, through the application, the entrepreneurs will periodically be informed about events, draft normative acts that can seriously affect their activity. At the same time, the participation of the business community in commenting and improving the normative acts will be requested.

It should be noted that the main role of the application is to impose a responsibility of state institutions to make effective reforms and improvements with impact, to be felt by business in a practical way not just formally. The Secretariat of the Economic Council will periodically process and analyze the data, sending them to the institutions that have deficiencies in communication and cooperation with the business community. If they are not overcome, the issue will be brought to the attention of the Prime Minister with recommendations for resolving it.

The company developing the application, contracted by the EBRD, is in the process of developing the software, which will be available in the fall of 2021.
