The COVID matrix is elaborated within the Study of the impact of the COVID-19 pandemic on the economic sectors. The study is conducted by the Economic Council jointly with the Ministry of Economy and Infrastructure, with the support of the European Bank for Reconstruction and Development, the UK Government’s Good Governance Fund, and the International Finance Corporation.
The proposed initiative helps to address the following shortcomings:
There are numerous studies and estimates of the consequences of the COVID-19 pandemic crisis, developed with the support of developed partners. However, the situation in the crisis is changing frequently and the assumptions made in the estimates are shortly out of date. We therefore believe that the exercise of monitoring and estimating the consequences should be carried out with frequent periodicity.
The studies carried out to date have not been sufficiently comprehensive and detailed at the level of sectors defined according to the NACE, which does not allow a deeper understanding of their consequences and magnitude, which is necessary for the effective targeting of crisis overshoot measures and the prioritisation
Efforts to estimate the consequences and develop measures taken by authorities and development partners are not sufficiently coordinated and in places are doubling, which reduces their efficiency.
The business community came up with numerous addresses to all the authorities, which were often repeated and not sufficiently collected and processed, transparent and predictable. For example, more than 400 proposals from the business community were collected in the Economic Council platform to the Prime Minister, but the authorities’ effort in undertaking those measures was insufficiently prompt and effective.
The objectives of this initiative are as follows:
Estimation of the impacts of the crisis caused by the COVID-19 pandemic on concrete economic sectors, based on data from several sources, including official statistics, administrative data, other studies and surveys.
Identification of the most affected and important sectors, based on selected criteria for this purpose.
Identifying the most beneficial measures for the affected sectors, based on existing policy documents, experience from other countries, consultations with stakeholders/affected parties, expert recommendations.
Development and support in the implementation of the identified measures.
Ensuring a single platform for coordination and participation of the effort to recover the consequences of the crisis related to the COVID-19 pandemic.
Final result
The study is completed with the development of a structured matrix by economic sectors and the analysis of their situation was found according to criteria and the main recovery measures.
