How effective is business dialogue with state authorities in promoting reforms?

November 20, 2020 – The vision of the associative sector on the efficiency of the G2B dialogue was shared by the representatives of 5 business associations from Moldova, at the panel “Business a partner in promoting state reforms” during the Moldova Business Week 2020 event.

According to Mila Malarău, the executive director of the American Chamber of Commerce in Moldova, in recent years the decision-making processes by the authorities have become much more transparent. And this is because the legislation obliges all public institutions to ensure the consultation of legislative changes related to entrepreneurial activity. Thus, the times have passed when the business woke up overnight with new provisions to which it had to adapt, now the associative sector having the possibility to prevent the approval of some provisions that can harm the development of the business environment.

In order to attract investments in Moldova, the Government must ensure an acceleration of the implementation of the Moldova Association Agreement with the EU, says Mariana Rufa, the executive director of the European Business Association. The associative sector is ready to come up with the best international practices in the elaboration of the necessary normative framework, Mariana Rufa also mentions. For example, now the EBA together with the line ministries discusses the topic of waste management and the implementation of the principle of extended producer responsibility – areas that can attract investment.

The associative business sector has always been the promoter of innovative elements in economic development, and the one in Moldova is no exception, mentioned in her turn Ana Groza, the executive director of the Association of Foreign Investors of Moldova. E-Health and E-Education are among those modern concepts in the implementation of which business can be a reliable partner of the state, said Ana Groza calling on the authorities to accelerate discussions on these topics, very important, especially during this period, with exponents of the business environment.

During the event, Anastasia Sprincean, representative of the Association of Romanian Investors in Moldova, mentioned the need to continue discussions with Moldovan authorities on boosting cross-border trade, including by streamlining border traffic for businesses on both banks of the Prut. This will ensure a higher flow of investments in the Republic of Moldova, both from Romania and from other countries.

Moldova is a place for success stories in business, said at the end of the debates Liliana Busuioc, executive director of the Alliance of Small and Medium Enterprises of Moldova. Proof are companies in the clothing design and video production industry, internationally recognized. And the small winemakers take, every year, prizes at the most prestigious international competitions. The SME, which provides 60% of all jobs in Moldova, counts on a consistent and continuous dialogue with the authorities, and the association is the means by which this voice will be heard, added Lilian Busuioc.

The panel “Business a partner in promoting state reforms” at Moldova Business Week was moderated by the Secretariat of the Economic Council to the Prime Minister. The Moldova Business Week economic forum is in its seventh edition and annually brings together thousands of entrepreneurs, economic experts, national authorities, development partners and potential investors.
