The concept of the informational system “Electronic register of employees” – in attention of the members of the Economic Council

January 22, 2019 – The concept of the informational system “Electronic register of employees” was discussed by representatives of the business community in common with those of the State Tax Service (STS), in the debates organized by the Secretariat of the Economic Council.

STS representatives mentioned that the new system will allow, among other things, an automated record and calculation of the seniority in work for the employee; the access, with the employee’s acceptance, to the truthful information regarding his work biography and the access of the public authorities (according to the competence) to the information from this system.

The representatives of the business community present at the discussions mentioned the need to carefully examine all aspects related to the implementation of the information system “Electronic register of employees”. According to them, the system should not come as an additional reporting for the economic agents.

In this regard, experts of the Secretariat of the Economic Council recommended that representatives of the State Tax Service conduct an analysis of the impact of information that an economic agent must provide in the reporting process in this new system. The State Tax Service should provide details regarding the information for this system, indicating which reports it is currently in. Also, the STS should indicate whether additional information is requested, and what is the need for this information.

Since January 2018, 5 reports have been unified in a single report, which refers to wage payments, related taxes and some aspects of labor relations, presented by the economic agents to the State Tax Service, the National Social Insurance House and the National Insurance Company in Medicine. The purpose of these changes consisted in simplifying the reporting procedure, eliminating the doubling of the reported data but also reducing by about 40 percent the volume of the reports made by the economic agent.
