Small entrepreneurs are calling for the removal of constraints when registering peasant households

December 27th 2019 – Today the owner of a land next to the house is not allowed to register it as a peasant household because it is provided by law. According to the law only the lands outside the city can be used for entrepreneurial purposes. Entrepreneurs say that this legal provision is nonsense and prevents them from opening a small business, such as growing flowers, registering as a peasant, and working at home.

The topic was discussed at the Economic Council with the participation of representatives of the Ministry of Economy and Infrastructure and the Fiscal Service, who support the opinion of the entrepreneurs and of the representatives of the Ministry of Agriculture who were reluctant to the idea of the businessmen. They argue that if the entrepreneurs will be allowed to use the plots of land next to the house for entrepreneurial purposes, there is a risk that instead of flowers there will appear animal farms, vegetable farmers, which means using pesticides, storing waste, etc.

The experts from the Economic Council asked the representatives of the Ministry of Agriculture to carry out a Regulatory Impact Analysis on this subject. This will help establish solutions that remove constraints for entrepreneurs. The secretariat of the Economic Council will monitor the subject.
