The law allows digital nomads — professionals in fields such as IT, marketing, design, consulting, or online education — to obtain a residence permit in Moldova for up to 2 years, with the possibility of extension.

Authorities estimate that over 1,500 digital nomads will choose Moldova annually as their place to live and work, generating a direct economic impact of approximately 280 million MDL per year. As part of the same legislative package, Parliament approved measures to enhance financial inclusion, especially in rural areas. All commercial entities operating POS terminals will be able to offer cash withdrawals of up to 1,000 MDL per transaction at shops, gas stations, and other commercial outlets, reducing dependency on ATMs and bank branches. In parallel, amendments to the legislation will allow the Unified Public Service Centers (CUPS) model to be extended to private sector entities, enabling citizens to open businesses or access other public services through networks of payment operators, telecom providers, postal services, or notary offices. Another set of measures facilitates access for Moldovan online merchants to international payment platforms like Stripe, PayPal, or Revolut.

The new rules will simplify outdated currency repatriation requirements and increase the current thresholds from 1,000 MDL to 100,000 MDL. Parliament also adopted new rules to promote digital tax compliance. Merchants using virtual cash registers will no longer be required to print receipts on paper — instead, they will be able to send them via SMS or email.

These initiatives were developed by the Ministry of Economic Development and Digitalization, based on business community feedback and as part of the Digital Economy Roadmap, elaborated under the platform of the Economic Council to the Prime Minister, with support from ATIC and GIZ Moldova.

13 June 2025 – The Parliament of the Republic of Moldova has passed the law regulating the activity of digital nomads in the country.
