The conditions for opening nurseries for employees’ children are not attractive to entrepreneurs

26 November 2020 –  One of the documents on the basis of which the preschool institutions in Moldova operate is the Regulation on the organization and functioning of the early education institution.   Although companies are not prohibited from opening nurseries for employees’ children, the document contains unfulfilled provisions for the private sector.

These and other obstacles in motivating entrepreneurs to open nurseries are discussed at the Economic Council at the request of the Partnership for Development Center.

The regulation that a nursery can only be opened in a building separate from the one in which the company operates. A nursery must have a plot of land with green space for children’s outdoor walks and other provisions that an entrepreneur, especially a small one, will not be able to meet.

Vladislav Camischi, executive director of the National Confederation of Employers of the Republic of Moldova, stressed during the meeting that, even if an entrepreneur decides to open a nursery for employees’ children, the company will become the target of controls by state institutions.

The representative of the Ministry of Health Diana Teaca mentioned that the Ministry is willing to discuss all the proposals from the experts.

The experts will identify the normative provisions in the field of early education that need to be reviewed and come up with proposals for their revision, taking into account primarily the health and safety of children. The Secretariat of the Economic Council will monitor the subject.
