Food waste reduction: new rules after which economic agents could activate

October 3, 2019 – Discussions on ways to reduce food waste took place at the Economic Council at the initiative of the Ministry of Economy and Infrastructure. The institution is in the process of developing a draft law on food waste reduction.

The representative of the Association of Beer Producers, a member of the Association of Foreign Investors Ludmila Andronic, present at the meeting of the Economic Council, mentioned that businessmen are waiting for the law regarding the reduction of food waste, because in the absence of the regulatory framework, tons of food arrive at the dump. And that’s because, even if shops, canteens, restaurant kitchens are ready to donate these products, they can’t.

The expert of the International Financial Corporation Eduard Gurin, mentioned during the debates, that the new measures proposed by the state, could provide a mechanism that would allow the deduction of the expenses for the economic agents that will not admit the food waste.

The main purpose of the future legal provisions, according to the project manager of the International Financial Corporation Galina Cicanci, is the complex approach to the problem of efficient waste management and their reduction. The non-valuation of food products and their passage into the waste category must hit hard the pocket of producers and distributors.

And for this it is necessary to have a clear stipulation of the rules of the game in this area, mentioned in his turn Vasile Vulpe, the head of the Economic Policy Directorate and the business environment within the Ministry of Economy and Infrastructure. According to Vulpe, food waste must be regulated not only in retail stores but throughout the chain – from production to consumption.

There is no statistics in the Republic of Moldova on how much food waste reaches the dump. This was confirmed by the representative of the Ministry of Agriculture, Regional Development and the Environment present at the meeting.

National and international experts will continue to debate optimal solutions that will make law enforcement as easy as possible for the business community, the ultimate goal being to reduce food waste in Moldova.

The draft law on food waste is promoted by the Ministry of Economy and Infrastructure jointly with the Ministry of Agriculture, Regional Development and the Environment elaborated with the support of the experts of the International Financial Corporation. The document must establish, for the first time in Moldova, the legal framework for the prevention of food waste.
